Bolonia and Baelo Claudia make one plan if the official schedule fits. The consequence is giving up another beach.
Without a car
Start from the real connections at your accommodation. If the return is unclear, choose an urban beach or an accessible coastal walk.

Keep the day around Chiclana and decide there between sand, a walk and a pause.
El Palmar and the Conil coast
Prioritise one coastal section. Parking and services need checking rather than assuming.

How to combine Bolonia and Baelo without rushing
I would set the timed visit first and treat the beach as the flexible part. If Baelo Claudia is closed or access does not work, do not compensate by driving to the other end of the province.
The mistake is treating Bolonia, Tarifa and another beach as three equal priorities. Keep at most heritage, beach and the return; everything else is optional.
